Transition programs focus on preparing youth with disabilities to live, work, play, and learn in the community, but generally avoid discussing sexuality issues for young adults with disabilities. State Rehabilitation Council - The Council is governor appointed and created under state law and the Federal Rehabilitation Act. The Council assists the Vocational Rehabilitation Services program of the Minnesota Department of Employment and Economic Development in make decisions about the state's Vocational Rehabilitation Services program. Vocational Rehabilitation serves thousands of people with severe disabilities throughout the state, helping them reach their vocational goals.

The Council prepares and submits an annual report  to the Governor and RSA.
