Lisa Elm, Director, PACER’s National Bullying Prevention Center
Lisa Elm is the Director of PACER’s National Bullying Prevention Center (NBPC), founded in 2006 as a pioneering force in addressing childhood bullying through education and awareness. She oversees the development of key resources, including NBPC’s websites, national partnerships, and initiatives such as National Bullying Prevention Month and Unity Day.
With a foundation in corporate social responsibility, Lisa has spent the past decade championing equity and inclusion. She leads PACER’s social inclusion programs, with the NBPC as a central initiative. Her work reflects a strong commitment to social impact and has earned her recognition for leadership and advocacy, including a Champion of Hope award in 2023. A mother of three, her advocacy is deeply personal — inspired by her experiences raising a child with a rare genetic condition and her vision of a more inclusive world. Prior to joining the NBPC team and PACER’s leadership in 2024, Lisa served on its Board of Directors for five years.
Danna Mirviss, Associate
Danna Heilicher Mirviss is an Associate with PACER’s National Bullying Prevention Center and has been involved with PACER since the early 2000s. She supports students, parents, and educators by responding to inquiries and providing comprehensive bullying prevention resources, while also leading community outreach efforts. Her work helps to build awareness and promote safe, inclusive environments for all youth. Danna is available to share resources at community events and educational fairs. Judy French, Coordinator, NBPC Los Angeles
Judy French leads the Los Angeles office of PACER’s National Bullying Prevention Center (NBPC), delivering NBPC resources to schools, healthcare institutions, and community organizations through in-person and virtual presentations, workshops, and materials distribution in Southern California and nationally. She provides support to parents, students, educators, administrators, and community members who are impacted by bullying and working to create healthier communities. Judy is a sought-after speaker whose presentations and workshops have reached thousands nationwide, covering topics such as bullying prevention, conflict resolution, leadership, and self-advocacy. Tara Ricasa, Puppet Program Coordinator, NBPC Los Angeles
Tara Ricasa is PACER’s Los Angeles Puppet Program Coordinator. Since 2019, she has recruited, trained, and performed with volunteer puppeteers to bring PACER’s Kids Against Bullying puppet program to elementary schools across Los Angeles County. She also created PACER’s original web series Carmen’s Corner and led student puppeteer training workshops in Palm Springs. Tara supports PACER’s National Bullying Prevention Center by developing bullying prevention media that promotes kindness, acceptance, and inclusion.
