What defines bullying and cyberbullying?

What is bullying?

Bullying is when someone is hurt by unwanted words or actions and has a hard time stopping what is happening to them because they do not have the same power as the person or group doing the bullying.

What is cyberbullying?  

Cyberbullying is using technology such as email, texts, social media posts, online gaming messaging, to do the unwanted hurt or harm. Both cyberbullying and bullying are usually repeated. 

What is the legal definition in Minnesota?  

Bullying means intimidating, threatening, abusive, or harming conduct that is objectively offensive and (1) there is an actual or perceived imbalance of power between the student engaging in prohibited conduct and the target of the behavior and the conduct is repeated or forms a pattern; or (2) materially and substantially interferes with a student’s educational opportunities or performance or ability to participate in school functions or activities or receive school benefits, services, or privileges.” – Sec. 121A.031 MN Statutes

Bullying is unwanted, aggressive behavior among school aged children that involves a real or perceived power imbalance. The behavior is repeated, or has the potential to be repeated, over time. StopBullying.gov
