Surrogate Parents

The Surrogate Parent Project reaches out to those who have chosen, or are thinking of choosing, to act as a surrogate parent to a child with a disability. The project also serves professionals on surrogate provisions in the law.

A video on the Surrogate Parents home page provides an overview of the special education laws in Minnesota around who may take on the role of parent for a child with a disability who may not have a biological or adoptive parent to serve in that role.

This administrator’s manual explains the procedures that Minnesota school districts must follow in establishing their surrogate parent programs. It outlines three major requirements: identifying children in need of surrogate parents; recruiting individuals to serve in that capacity; and providing training for them. 2014.
